I’ve been arguing (eg repository.law.umich.edu/jlm/vol2025/...) that big-city mayors are sitting on vast legal authority to enact sweeping immediate change to the built environment. Moderate mayors demurred, so the low-hanging fruit of big, positive, visible change has been seized by a socialist.
